GOP Taking Away Local Control From Cities Says Rep. Hornstein

Not only does a Republican backed budget “steal” money from Minnesota cities and counties, but it is takes away their local control says Representative Frank Hornstein (DFL-SW Minneapolis). The proposed Republican budget cuts money for bus service and then forces counties and cities to use the local sales tax revenue they have raised to fund light rail and express buses to provide the basic bus service.

“It’s nothing less than impeding local control, members. Because this is a local option sales tax. One of 23 we have in the state. And to set, what I would consider a very dangerous precedent by taking this money and putting it into our general fund budget resolution I think is a huge mistake and I think it sends a terrible message to local governments in terms of the precedent that the state is going to take.

“To say then to these five counties that because we have a problem here in how we choose to raise revenue that we’re going to literally come in and steal this from them I think is a bad precedent.”
