Representative Ryan Winkler says it appears the motivation to license abortion clinics is more political than health related since Minnesota does not license clinics that perform other outpatient procedures.

Bill author Representative Mary Liz Holberg says regulating the safety of all outpatient procedures wasn’t her interest. Her bill was inspired by reports of a dirty abortion clinic in Pennsylvania.

A Department of Health Deputy Commissioner Jim Koppel said Minnesota licenses the doctors, not the clinics and inspections are done by the Board of Medical Practice, not the state.

The House Government Operations Committee approved the bill and sent it to the Health and Human Services Finance Committee.
