President Barack Obama, whose approval rating in Minnesota has sagged in recent months, returns this afternoon to the capital city of St. Paul, where he always has been received warmly.
Obama will visit the restored Union Depot — still awaiting a return of its passenger trains — to announce a competition to encourage job creation and restore infrastructure. The visit to the historic depot in the Lowertown area of St. Paul, above the Mississippi River, is part of what the White House is calling the president’s “Year of Action.”
That begs the question of what the president’s previous five years in office might be called, but the president is expected to unveil a $300 billion plan to revitalize transportation and infrastructure in the U.S. The president’s remarks are expected to begin about 2 p.m. Central time.
Opponents of the XL Keystone oil pipeline are expected to stage a demonstration outside the Union Depot.
